ST-001 - Fire Risk Assessment Policy and Procedure (Staff-Focused)


Purpose

To ensure the safety of staff and service users by identifying, assessing, and mitigating fire risks in service users’ homes and workplace environments. This policy complies with the Regulatory Reform (Fire Safety) Order 2005 and CQC Fundamental Standards, particularly Safety and Premises and Equipment.

Scope

Applies to all staff, managers, and contractors working for the domiciliary care agency. Covers fire risk assessments in service users’ homes, office premises, and during staff activities.

Definitions

    • Fire Hazard: Any source of ignition, fuel, or oxygen that could cause a fire.
    • Responsible Person: The employer, manager, or designated individual responsible for conducting/reviewing fire risk assessments.
    • Competent Person: An individual with training/experience to perform fire risk assessments.

Fire Risk Assessment Procedure:

Step 1: Identify Fire Hazards:
Staff must assess the following during visits:

    • Ignition sources: Faulty wiring, portable heaters, smoking materials, candles.
    • Fuel sources: Clutter, oxygen cylinders, flammable liquids.
    • Oxygen sources: Medical oxygen tanks, poorly ventilated spaces.

Step 2: Evaluate Risks:

    • Check if smoke alarms are installed and functional.
    • Assess service users’ ability to evacuate (e.g., mobility, cognitive impairments).
    • Identify obstacles to escape routes (e.g., blocked doors, stairs).

Step 3: Control Measures:

    • Eliminate/reduce hazards: Advise service users to avoid overloaded sockets or unsafe heating.
    • Emergency plans: Agree on evacuation routes with service users and document these in care plans.
    • Equipment: Ensure fire extinguishers/blankets are accessible (if appropriate).

Step 4: Report and Record:

    • Staff must report hazards to their manager using the Incident Reporting Form (ST-018).
    • Managers coordinate with the Competent Person to update risk assessments and implement actions (e.g., installing smoke alarms).
    1. Staff Training
    • Mandatory annual fire safety training: Includes identifying hazards, using extinguishers (if applicable), and evacuation procedures.
    • Service-specific training: For high-risk environments (e.g., homes with oxygen tanks).

  Emergency Response:

  • If fire breaks out:
    • Dial 999 immediately.
    • Evacuate the service user and yourself only if safe to do so. Do not attempt to fight the fire.
    • Follow pre-agreed evacuation routes.
  • Post-incident: Report using the Incident and Accident Reporting Policy (ST-018).

Monitoring and Review:

    • Fire risk assessments are reviewed:
        • Annually.
        • After significant changes (e.g., new equipment, service user’s health decline).
        • Following a fire-related incident.
    • Document all reviews and share updates with staff.
